He wants to showcase Chicagostan as the model city for their dream of Utopia on Earth and how to accomplish. The master plan will be control and taxation. Prepare to see continued exodus of population as the city continues to be the Sanctuary Mecca of the Mid-West. If you really want to see a Progressive model city look across at Detroit, Michigan.
